I'm not usually a fan of applying significant changes in frame rate (such as 30>60fps motion interpolation) unless there is a very good technical or creative reason, but, if the source has an annoying fluctuation in frame-rate, the following can be used to bring a slightly fluctuating frame rate to a constant, target cadence. If you are not targeting a particular frame rate, but just want it to be constant, -vsync cfr is great. It is a bit of extra processing, but all three do a great job. And to add to e-Rotoscope's reply, if you want to meet an exact target frame rate, using all three of -vf fps filter, -vsync and -r (after the input) together gives you a very constant frame rate.
